This article is devoted to the analysis of the regulatory and legal framework for combating corruption in the public civil service system. In particular, the authors state that the anti-corruption system in the Russian Federation includes a significant number of regulatory legal acts, various, both in legal force and in the territory of the action. It is noted that due to the fact that corruption itself is a systemic social phenomenon, counteraction to it should also be systemic, complex and effectively organized, which is possible by creating and implementing a national anti-corruption strategy, which should contain such basic elements as the basic principles of anti-corruption, an appropriate mechanism, including legal and organizational means, guarantees, criteria for the effectiveness of this activity, etc.
