Normative-legal basis regulating the right of citizens to appeal to the local authorities: the problem of regulating

The article deals with the problems of regulation of the right of citizens to appeal to the local authorities. The authors of the article identify and justify the need to improve the federal legislation and the adoption of local normative acts in considered sphere.
