The legal and regulatory features of the environmental assessment of construction projects

The existing procedure of the environmental assessment of construction projects in our country and abroad is analysed in the article. It is shown that in the present environmental assessment as special legal form of preventive control is one of the most effective solutions of the damage prevention caused to environment and a person's health. In the article it is also claimed that the institute of environmental assessment is an important and necessary element of the state environmental policy for which one of the leading roles in acceptance of administrative decisions is allocated. The authors suggest the improvement ways of standard legal support of environmental assessment realization promoting elimination of the majority of the available shortcomings. The authors prove the need of the assessment modification of impact on environment in the general scheme of investment process of construction.
