The conditions for attracting experts and expert organizations in the process of contract execution in the field of procurement of goods, works, and services for state and municipal needs are Considered. The principles of experts ' activity and the conditions to be met by these subjects of legal relations are systematized. Changes in the legislation of the Russian Federation regulating the activities of experts are analyzed, and the features of their functioning on the basis of the Federal law of 05.04.2013 N 44-FZ are highlighted.
