On additional measures for ensuring timely payment of remuneration

The article is devoted to the analysis of the reasons for the formation of indebtedness in the remuneration of employees in Russia. The nature of the use of labour - a key resource of the economy - directly affects the results of labour activity. The disadvantages in providing employees with salaries are the minuses in the results of the labour expended. Despite the recent adoption of legal measures aimed at ensuring constitutional guarantees for labour remuneration, salary arrears have been slow to decline. Additional measures are necessary to solve the problem. These include introduction in the labour legislation of changes that provide for real compensation for employees of material losses due to delays in payment. Preliminary control is required before the suspension of payment of salary for the reasonableness of such decisions, determining the prospects for its receipt in the future. The international experience in ensuring the observance of employees' rights should be used more widely.
