The authors analyze the Rules for determining the materiality/insignificance of the discrepancy between two assessments of the value of real estate objects, adopted by the Council of the Soyuz SOO. Consider how the concept of «uncertainty» is interpreted in the assessment methodology and federal assessment standards. They describe the procedure for expert surveys on the magnitude of the indisputable and permissible discrepancy between two estimates of the cost of one object, as well as the procedure for summarizing the results of these studies in the final table. Indicate the inadmissibility of replacing the cost interval with the price interval. Explain how a decision is made on the materiality/insignificance of the discrepancy based on the boundary values specified in the Rules. They note the need for periodic updating of the boundary values, taking into account changes in the state of the market.
