The article examines the problems associated with the development and adoption of a unified document for territorial planning and urban zoning of a settlement, municipal district, urban district provided for by the Urban Planning Code of the Russian Federation. The author analyzes the provisions that determine the legal regulation of such a document and comes to the conclusion that it is necessary to improve the current legislation.
