On the formation of professional unions in internal affairs of Russia: some historical aspects

The article is examined some questions of the history of legal regulation of trade unions in the internal affairs bodies. Certain features of the activity of these associations of employees in the Soviet period are revealed. It is argued that, based on the historical experience of the creation and functioning of trade unions in the internal affairs bodies, it seems necessary to adopt a special regulatory legal act, or to amend the existing legislation on service in the police department, on trade unions with a clear indication of the possibility of implementation the powers of trade unions in the bodies of the Ministry of Internal Affairs of Russia in relation to legal relations regarding the passage of public service.
