On the Concept of Criminalistic Teaching on the Use of Special Knowledge in the Investigation of Crimes Involving Minors

The article presents a comprehensive analysis of the doctoral dissertation research by A.F. Khaliullina dedicated to the development of a forensic doctrine on the use of special knowledge in the investigation of crimes involving minors. The relevance of the chosen topic is examined, determined by the specificity of the personality of juvenile participants in criminal proceedings and the need to involve knowledgeable persons with expertise in child psychology, pedagogy, psychiatry, and digital technologies. The structure and content of the dissertation research are analyzed, covering the conceptual foundations for forming a new forensic doctrine, organizational and tactical features of specialists and experts participation, and problems of appointing and conducting forensic examinations. Special attention is paid to the scientific novelty of the work, consisting in the development of a private forensic theory, classification of legal types of special knowledge use, and the proposal to introduce the concept of "knowledgeable person" into criminal procedural legislation. The degree of substantiation of scientific provisions is evaluated, confirmed by a representative empirical base (520 criminal cases, survey of 230 practitioners) and extensive approbation of results. Debatable provisions requiring additional discussion by the scientific community are highlighted. The conclusion is made about the dissertation's compliance with Higher Attestation Commission criteria and the high theoretical and practical significance of the research for the development of forensic science and improvement of law enforcement practice.
