Basing upon the content-analysis of program documents, the paper reveals the patterns of changes in the concepts and criteria of development. It has been found that the extension of the value system spectrum has a spiral trajectory. The modern criteria of economic and social development have a four-component basis of the value orientation vector, including economic, social, environmental and innovative values.
