On some aspects of the current legal regulation of road safety

The article deals with the general state of legal regulation of traffic safety activities in the Russian Federation, analyzes examples of disunity of legal norms, their inconsistency. It is stated that there are elements of a systematic approach to legal regulation in the designated area. At the same time, there is an insufficient degree of internal unity of these elements, as well as the existence of numerous collisions and individual contradictions in it. The article analyzes the facts that indicate the problems of the traffic safety system and regulatory gaps in this area, which complicate the mechanism for implementing the relevant state policy. The special role of the institute of administrative responsibility in the construction and functioning of the traffic safety system in the Russian Federation is highlighted. It is concluded that it is necessary to form a unified approach to the assessment of the state of safety of traffic participants and further improvement of the complex of regulatory legal control of this area by administrative and legal norms.
