Several issues of understanding and optimizing the administrative and procedural regulation of administrative restrictive and coercive measures applied to state control and supervision of educational organizations

The research defines the administrative procedure for state control and supervision of educational organizations based on the studies of the Russian doctrinal approaches to understanding the administrative procedure and administrative case as well as a comprehensive analysis of federal laws and other regulations in this regard. Besides, it defines and categorizes the types of administrative proceedings within this relationship. In terms of the approach developed, the study reveals the nature and content of legislative and subordinate administrative procedure for regulating the administrative restrictive and coercive measures applied by the Federal Service for Supervision in Education and Science as special kinds of administrative law-making, devises the concept of administrative regulations in relation to state control and supervision of educational organizations. At the same time, the author identifies the significant gaps and shortcomings of subordinate administrative and procedural regulation of administrative restrictive and coercive measures on the part of the Federal Service for Supervision in Education and Science.
