On the fee for changing the type of permitted use of a land plot and the implementation of the Land Value Capture concept in Russian law

The article examines the mechanism for charging fees for changing the permitted use type of a land plot within the framework of the implementation of the concept of land value capture (LVC) in Russian law. The authors analyze the prerequisites for the emergence of this concept and its main elements. They present arguments against charging for changing the permitted use type of a land plot in the form in which it is provided for by the norms of Russian legislation, and outline possible directions for the development of the LVC concept in Russia.
