On the political and legal factors of the return to the presidential form of government in Kyrgyzstan

The article analyzes a number of views and positions regarding the formation and development of presidentialism, which determines the degree of citizens' participation in the exercise of state power, as well as issues of constitutional reform. These ideas also correspond to other weighty concepts, without which the progressive development of society within the framework of the new constitutional paradigm, namely the ideas of the rule of law and civil society, is impossible.
