About the regulating rules of risk of buildings and constructions crash on the stage of erection and operation

The article gives the fundamentals of the code of rules providing the reduction of negative influence of human factor upon level of structural safety of buildings and constructions. The code of rules is based on the standard of the risk of crash rate. In order to regulate the risk of crash of the development the procedures of certification and insurance are applied.
