The article proposes an approach to identifying and justifying the basic principles of territorial movement and redistribution of labor resources of large enterprises and companies expressed in form of systems and programs of intra-industry rotation of labor resources. The main aspects of efficiency of labor resources use, territorial and legislative aspects of principles of territorial labor mobility of labor resources of enterprises are reflected.
