About the economically justified value periodic payment for a public easement in relation to land plots

The article shows the economic unsoundness of some of the current Methodological Recommendations (MR) for determining fees for public easements. Calculation ratios have been obtained that provide economically justified payment amounts for the first year of the easement agreement, subject to indexation of subsequent payments by inflation, as well as for equal periodic payments during the term of this agreement. Until changes are made to the MR, the authors recommend that land rights holders, when concluding agreements on public easements, provide for either a one-time payment for it, or for making equal periodic payments for the entire term of the agreement.
