Support of natural harmonization in the evolutionary development of settlements by energy information management of urban planning activity

The authors analyze the problems of modern cities development from the point of view of urban planning management. They examine the reasons of social involution under the conditions of the increasing concentration of urban population. The authors offer some ways out of the crisis, they are based on the idea of controlling of urban planning activity on the basis of entropy and negentropy balances.
