Ensuring public safety within program and target approach as a basis of road traffic accidents prevention

In the article debatable questions of ensuring road traffic safety by means of realization of basic provisions of program and target approach are considered. Authors gave examples of actual statistical data on quantity of the road traffic accidents registered on the territory of the Russian Federation. The special attention is paid to a role of ensuring public safety as the main measure of prevention road traffic accidents.
