Treatment of citizens as one of the performance indicators of organizational and technical level of the system

The article is devoted to the assessment of the effectiveness of the authorities, the prob-lems of measuring social efficiency. Application of citizens refers to an index of organiza-tional and technical level of the control system. Treatment of citizens to the authorities serve as a mechanism of "feedback". Analyzed complaints of citizens to the Administration of the Head of the Republic of Buryatia and the Government of the Republic of Buryatia for 2011-2015 years.
