On foundation of the World United Towns Federation and commencement of its functioning

The analysis of relations between Soviet and foreign cities is presented in the article, the dependence between such relations and foreign policy of the Soviet government is elicited (on the example of Stalingrad). The problems faced by the World United Towns Federation in the first years of its functioning and the ways of solving them are identified.
