Higher professional education - service or function of the state?

The article outlines the scientific, theoretical and legal problems of understanding education. Attention is drawn to the fact that this term is fundamental and backbone, since on its basis a clear, consistent and logical mechanism of legal regulation and the process of implementing the rules of law in this area should be defined, prescribed, fixed. At the same time, this term is considered as one of the important functions of the state.
