The educational environment as a factor in ensuring the quality of professional education of foreign citizens (based on the materials of the Republic of Belarus)

For the first time, a methodology for the quality of education has been developed as a cognitive basis for a high-tech economy and a policy strategy for the state and society. The category “quality of professional education” for foreign citizens has been formulated. The information determinant of the constructs of the educational environment of an educational institution is revealed (based on materials from the Republic of Belarus). A scientific synthesis of triangulation of applied analysis, content analysis and cross-cultural analysis has been undertaken in the development of the problematic area of the structures of speech communications of foreign students. Mechanisms and means of managing the quality of education as a national doctrine and educational policy strategy have been identified. The factorial role of the generative information and educational environment as a matrix of the quality of the formed professional and social competencies of specialists has been proven.
