Educational imperatives of the network economy development

The article reveals the basic functional issues of national educational system and describes the external economies of the educational process defining absolute, relative and cumulative effects of its influence on the Network Economy formation. A three-level educational model is worked out implementing favorable conditions for innovative economic growth. Building innovative educational clusters, operating on the Research and Education Production Networks principle, is determined as a key organizational implementation format of the model suggested.
