The focus is made on the problems and ways of developing public opinion in parliamentary (lawmaking) activity. The author reveals the role, meaning and opportunities of public opinion influence on the lawmaking process. The article proves that usage of public opinion in lawmaking activity describes the degree of humanization and psychologization of society.
