Discussion and Development of the Volga-Caspian Sea Shipping Channel Project by the Russian Government Agencies at the Turn of the 19th 20th Centuries
The article provides an in-depth analysis of the proposed construction of the Volga-Caspian Sea Shipping Channel, a project that was actively discussed by various governmental and engineering entities during the late 19th and early 20th centuries. It examines the deliberations among Russian engineers concerning the optimal route for the channel, with particular emphasis on the debate between utilizing the Kamyzyak fairway versus the Bakhtemir fairway. The analysis highlights the technical and strategic advantages attributed to the Kamyzyak route. Additionally, the article scrutinizes the perspectives of relevant entrepreneurs, notably those within the oil industry, many of whom expressed reservations or disinterest regarding the development of this maritime conduit. Furthermore, it examines the position of Minister of Finance V. N. Kokovtsov, who opposed the project on the grounds of its perceived lack of clear economic benefits. The author concludes that Russian engineers and senior officials approached the development of the Volga-Caspian Sea Channel with seriousness and responsibility. Nevertheless, entrepreneurs were ultimately unable to capitalize on the new shipping route despite repeated appeals to the government urging an acceleration of construction. The initiative to transfer the project into private hands, proposed by Astrakhan Governor N. N. Tevyashev, motivated by regional shipping concerns, did not materialize, leaving the project unrealized.
