Evaluation of programs, projects and policies as a factor of public administration efficiency increase

The article is devoted to the research of evaluation practice of policies and programs in developed countries and Russia. There is made a periodization of evaluation institute development in foreign countries, main methods and types of assessment are announced. The authors carried out an evaluation of Results and Main Activities Directions Report of the Russian Federation subjects based on the U.S. model of PART (Program Assessment Rating Tool) rating with an account of indicators classification which evaluates program, project, and reform to the output and outcome indicators. The authors propose addition to the PART method in a part of program indicators ranging by means of an additional unit (intermediate outcome indicators).
