The article examines the level of digital maturity of municipalities in the Novosibirsk region. The author proposes an original methodology for quantitative assessment of digital maturity based on the integration of statistical data, indicators of digital service implementation and assessment of personnel potential. A comparative analysis of 35 municipalities of the region for 2023–2025 is conducted. Key barriers to digital development of municipalities are identified and differentiated recommendations for improving digital maturity are formulated considering the typology of territories.
