The article is aimed at assessing the key factors determining the participation or non-participation of citizens in territorial public self-government. It is noted that the passivity and disorganization of residents, as well as the lack of financial resources from the city administration, hinder the development of this form of activity. In addition, the poor competence of social activists and the lack of a concept of public self-government development negatively affect the level of interest of citizens in it. In the course of the conducted sociological survey, it was revealed that the level of general readiness of citizens to join the asset of territorial public self-government (TPS) and stand up for the interests of the yard in the Territorial Council is generally low, but representatives of middle and older age are more proactive in this regard, as well as residents of private houses as compared to apartment owners. The survey also showed that the driving force behind citizens' participation in public self-government is the desire to improve the condition of the represented territory. The limiting factors are the lack of free time, disorganization of public self-government, lack of knowledge and life experience, as well as distrust of forms of public self-government in general.
