Assessment of awareness of the urban population about territorial public self-government

The condition for the development of territorial public self-government in Belgorod is population awareness of this institution, which has become widespread in modern Russia. The article identifies and discusses three aspects of the problem: the degree of population awareness about the system of territorial public self-government, the division of the city into intracity territories, and the basic functionality of local governments. As the results of the survey have shown, the majority of citizens do not have a clear idea of what the forms of territorial public selfgovernment (TPS) are and what they do. In accordance with the city target program, 27 intra-city councils of territories within the boundaries of electoral districts were formed as viable social units within which it was possible to integrate the potential of TPSs. The results of the research have shown that the social and managerial potential of these structures has so far been partially realized. The survey has also shown a low degree of population awareness about the activities of the city administrations operating in Belgorod since 2019.
