Evaluation of the effectiveness of the use of human capital and human resources in the Russian Federation

The role and place of countries in the world economy is mainly determined by the macroeconomic indicators using abstract models for assessing human capital. They evaluate the bearer of human capital, but do not give an idea of his specific features. The presents the assessment of the effectiveness of the use of human capital and human resources on the example of the Russian Federation using an alternative model for assessing human capital. This model reduces the ambivalence of measurement results and contributes to obtaining information about the characteristics of the human capital of its bearer. The methodological basis of the study were the theories of human capital, labor economics, knowledge economics, theory of intangible assets and the related theory of human resources management. General scientific methods of deduction, induction, synthesis, analysis and statistical methods were used. Within the framework of the study, publications on the problems of the human capital assessment and the effectiveness of the use of human resources were analyzed. The results of the research contribute to range of models and methods for assessing human capital and human resources and develop the management paradigm. The obtained results can be applied by the administrations of economic entities for the purpose of planning, organizing, and motivating human resources.
