The assessment of minimum requirements to forest fire fighting groups technical equipment

The question of development of standards of security of the subject of the Russian Federation with forest fire formations, forest fire units, fire ap-pliances and equipment and other means for pre-venting forest fire is actual in connection with the outdated Provision on fire fighting and chemical stations approved by the order of Russian Forestry of 19.12.1997 No. 167 and the absence of similar standards. The results of the research on calcula-tion of standards of security of the subject of the Russian Federation by forest fire formations, forest fire units, fire appliances and equipment and other means for preventing forest fires are presented in the study. In the Russian Federation the fires dam-age huge areas of woods and cause extensive economic and ecological damage. According to average long-term statistical data, annually there are 18.7 thousand seats of forest fire, the area passed by fire makes about 2 052.6 thousand hec-tares, specific weight of the area in which have tak-en place major forest fires from the total area of forest fires makes 90 % (1 847.34 thousand hec-tares) of them. The increase of efficiency of imple-mentation of measures of fire safety and efficiency of detection of forest fires requires the observance of specified standards. The results of their calcula-tion are the basis for the draft of the resolution of the government of the Russian Federation on the minimum list of equipment, fire-prevention equip-ment and stock assigned to forest fire formations. Its realization will have positive impact on the sys-tem of forest conservation from the fires, will raise an employment rate of the population of subjects of the Russian Federation, will reduce damage from fires, will increase the efficiency of protection of settlements and objects of infrastructure from forest fires, will provide preservation of health and life of citizens from the influence of products of burning, will reduce losses from death of forest plantings and representatives of fauna. The benefit from pre-vention of the damage caused by forest fires, and preservation of forest resources will considerably exceed the costs of implementation of this project.
