Assessment of regional imbalances in the demand and supply of professional skills

The article assesses regional imbalances in the demand and supply of professional skills in the labor market. The author's approach to assessing the discrepancy between demand and supply of professional skills is based on the calculation of indicators of the share of the unemployed with a certain level of education (higher professional education, secondary vocational education, initial vocational education) in the total number of unemployed with vocational education. The obtained indicators are interpreted as a type of imbalance in the supply and demand of professional skills. As a result of the implementation of the approach, the analysis of the obtained regional situations in the context of each level of vocational education was carried out, the situations were identified and the subjects of the Russian Federation were classified according to the degree of stability of situations of imbalance by its types. To interpret the results obtained, an approach based on the Chaddock scale was applied, adapted to the development of an assessment scale for the stability of imbalances. The conducted research confirms the presence of a variety of regional situations from the standpoint of the imbalance in the supply and demand of professional skills. The conclusions can serve as the basis for developing recommendations for the formation of regional strategies for the development of the labor market.
