Estimate of the balance of agricultural support

Introduction. Fundamentally new challenges of strategic planning to provide availability and affordability of rational consumption rates call for the updated analysis of agricultural support as a tool for achieving goals and implementing priorities of agri-food policy. Purpose. The article aims at conducting a study to estimate the balance of agricultural support. Materials and Methods. The study refers to the theory of assessing OECD agricultural support. The methods of comparative analysis, dynamic series, and econometric analysis of the agricultural support in the USA, OECD member countries, and Russia are used. The OECD public database of agricultural statistics was the information resource of the study. Results. The trends, dynamics rates in agricultural support and the key results of the practiced agri-food policy are identified. The study describes the role and the correlation between support for producers and consumers with ensuring a balance between availability and affordability. The impact of agricultural support on food security is qualitatively described, and the description models are used. The elasticity coefficients of the models show that more producer support will lead to lower gross farm income, production costs and consumption of products, while more consumer support, on the contrary, will increase the above mentioned indicators. Support from the budget contributes the most to the practiced agri-food policy in all countries. Conclusions. The results of the study complement the provisions of the theory of state regulation of the agrarian economy in market conditions with the role and quantitative impact of agricultural support on the applied agri-food policy in various economies of the world. The practical use of scientific developments will enhance the planned work and the efficiency of strategic planning mechanisms in the industry.
