Assessment of damage from atmospheric air pollution in Russia. Modern approaches and methods

The authors propose a methodology for assessing damage from air pollution that is consistent with best international practice. Specific cost estimates of the total damage to public health and other objects from the main pollutants are given and, based on them, they determine the damage from air pollution. They come to the conclusion that the payments collected today for the negative impact on the environment have lost the compensation functions originally laid down in them and do not cover the damage caused by air pollution.
