Application of evaluation of damage (harm) from atmospheric air pollution in monetary expression to stimulate the introduction of the best available technologies in Russia

The authors consider legislative and economic incentives for introducing the best available technologies (BAT) in Russia to reduce atmospheric air pollution. As an economic tool that determines the amount of payments for the negative impact on the environment and encourages enterprises to introduce BAT, they propose using a monetary value of the harm from air pollution, taking into account damage to public health, and analyze modern methodological approaches to such an assessment.
