Offset contracts as a factor in improving the quality of industrial policy of the Russian federal subjects

The article discusses the mechanism for using offset contracts, which was introduced into the contract system in 2016. Offset contracts in 44-FZ mean life cycle contracts and contracts with counter investment obligations, which are discussed in more detail in the article. It hasbeen determined that such contracts contribute to improving the quality of the industrial policy ofthe federal subjects of Russian Federation. It was revealed that despite the positive effect of concluding contracts with counter investment obligations, they remain inaccessible to many constituententities of the Russian Federation; only Moscow can allow such purchases. The article examinesexisting contracts with counter-obligations and presents the structure of such purchases by constituent entities of the Russian Federation. The authors proposed amendments to 44-FZ, which wouldmake offset procurement more accessible to all regions of Russia, which would improve the qualityof the regional industrial policy.
