Security and convoy police service in Russia: prerequisites for formation and history of development

This article is devoted to the study of the prerequisites and the process of creation of the security and convoy police service at different stages of the historical development of Russia. Organizational and legal features of functioning of divisions which were responsible for protection and convoying of prisoners and persons suspected of committing crimes in the Russian empire, the USSR and modern Russia are allocated. Attention is drawn to the problem of the redistribution of security and convoy functions between the internal affairs agencies and the criminal executive system. On the basis of the study the author defines the role and place of police guard and convoy units in the law enforcement system of Russia.
