Determining the level of legal culture of a digital citizen and issues of expanding the institution of digital citizenship

The article examines the impact of political and legal models of digital citizen participation on their legal culture, the level of knowledge about new institutions and foreign experience in implementing "digital nomadism" programs that allow certain individuals (mainly those who operate "remotely", there is a difference in the laws of states according to the criterion of dependence on the employer: hiring, sole proprietor, self-employed). The author substantiates why a good level of mastery of a person's digital competencies does not determine a universally high level of legal culture of digital citizens (further attention is paid to the levels of legal culture of digital citizens). The issue of the child's digital privacy was raised, attention was paid to «gender digital citizenship» in the context of electoral and legal culture (due to the fact that relevant aspects are noted in the electoral process and in studies related to the establishment of the presence or absence of a «digital divide» between women and men). According to the author, "digital nomads" are promising «digital citizens» according to most foreign acts. The limitations of the rights of "digital nomads" under the laws of Japan and Malta are shown, attention is paid to the difference between the grounds for obtaining a visa and a residence permit (for example, in Italy – «Digital Nomad» and «Lavoro Autonomo»).
