Optimization of strategic and land-use planning instruments for coastal municipalities of the Republic of Buryatia under changing water levels in Lake Baikal

The study deals with the issues of optimizing strategic and land-use planning instruments at the municipal level in areas, where water levels of Lake Baikal are regulated. We have considered a new progressive strategic instrument for planning the tourist macroarea “Baikal”, briefly called the Baikal Tour Scheme. It is shown that the Tour Scheme does not relate to urban planning documentation, does not have a mandatory status, however, it serves as a basis for adjusting the documents of strategic and land-use planning of the region and municipalities. The article presents an analysis of documents of land-use planning and urban zoning of municipalities for displaying the boundaries of flood zones, as well as the availability of measures for the engineering protection of territories and objects. It has been revealed that the Tour Scheme does not take into account measures to prevent the negative impact of water. A set of proposals are presented to minimize hydrological risks and amend the planning and development schemes of settlements within the implementation of the Tour Scheme that ensure the sustainability of the natural and economic system, in particular the Central Economic Zone of Baikal Natural Area under abnormal fluctuations in the water level of Lake Baikal.
