The article studies the evolution of the Far East investment development management model in terms of controlling the level of administrative burden in relation to residents of preferential regimes of the priority development area and free port of Vladivostok. Normative analysis of the powers of the Ministry for the Development of the Russian Far East and Arctic in terms of coordinating control measures in relation to residents in 2016-2022 shown insufficient efficiency of the deregulation practice and its main reasons. We have noted the existing inconsistencies in law enforcement practice in relation to the Resolution of the Government of the Russian Federation of May 29, 2024 No. 698, which establishes a moratorium on scheduled control measures in relation to residents, and carried out a structural analysis of control measures in relation to residents of preferential regimes for 2022-2024.
