Colombia’s Experience in Modernizing Management Approaches in the Development of Non-Urbanized Territories in the Far Eastern Federal District

The relevance of the modernization of managerial approaches to the development of non-urbanized territories in the Far Eastern Federal District of the Russian Federation is determined by their strategic geographical position, significant resource potential, and the urgent necessity to improve the living standards of the local population. The presence of underdeveloped infrastructure, limited access to basic public services, and the economic isolation of these regions necessitate the search for effective and adaptive administrative solutions. In this regard, international experience becomes especially important, particularly the experience of the Republic of Colombia – a country that faces comparable challenges in integrating remote and economically underdeveloped territories into the national space. By applying the method of analogies, this article conducts a comparative analysis of the territorial development strategies implemented in the Russian Federation and in the Republic of Colombia, and identifies relevant elements of the Colombian model that can be effectively adapted to the specific conditions of the Far Eastern Federal District. These include the implementation of comprehensive territorial development programs, a focus on decentralization processes, institutional support for local initiatives, the development of infrastructure with respect to environmental and cultural characteristics, and the sustainable inclusion of remote areas in national and global economic networks. The study substantiates the viability of an integrated approach, which involves intersectoral coordination, active participation of local communities, and the alignment of efforts across federal, regional, and municipal levels. The results obtained may serve as a foundation for the elaboration of a new model of sustainable spatial development for the Far Eastern Federal District of the Russian Federation.
