Experience of the development of legislation in the sphere of the legal status of foreign citizens in the period of the russian centralized state of the end XV — beginning of the XVIII century

At present, the Russian Federation has significant historical experience in regulating legislation in the migration sphere, which must be remembered and correctly applied in the process of forming an effective system for managing external migration processes. However, for many centuries in Russia, international relations remained unsettled, and were not sufficiently developed for the effective functioning of the state. For a long time, the supervision of foreigners was not at all a state affair, but more of a public one, therefore, the first rudiments associated with the emergence of the legal status of foreigners can be traced in the Muscovite state only at the turn of the 15th-16th centuries. A more active development of the legal status of foreigners took place at the beginning of the 17th century, during the so-called period of the country’s closedness, which is primarily associated with the events of the war of 1612. In the course of the study, the author comes to the conclusion that the emergence of legislative foundations, connected with foreign nationals in our country began to occur precisely at the moment when active processes were underway to form and strengthen the centralized Russian statehood. The most complete legal act regulating the legal status of foreigners was the Cathedral Code of 1649. It is also noted that the end of the 17th century was marked by the active attraction of foreign citizens to Russia, the same legal status as the Russians due to the settlement of most issues in the field of the legal status of the category in question. The most radical changes in the migration policy of the State of Russia began to occur in the era of Peter I, which in turn also contributed to the further development of legislative norms in the field of the legal status of foreigners in the Russian Empire.
