An attempt of administrative responsibility problem- solving in the modern FRG legislation

The interest to the existing foreign experience (including the so-called far foreign countries) in the sphere of legislative regulation of administrative responsibility, demand for such experience to carry out comparative research is inevitably increasing due to the development of the modern Russian administrative-tortious legislation, also long-lasting and recently liven up debate on the administrative-tortious legislation as an independent branch of the national law, its subject-matter and the way of regulation, other aspects of administrative-tortious legislation.
