The focus of activities of active-duty units of Interior Ministry: openness to citizens, or protection?

Introduction: the article deals with the problems of organizing the activities of duty units in the spectrum of their anti-terrorist protection. Separate issues related to the implementation of citizens right to get information about the activities of law enforcement agencies were also considered. Materials and Methods: the primary method of collecting information for this article was the observation method, during which a visual inspection of public premises of police departments in Kazan was carried out. The information received was analyzed in more detail and compared with published scientific works, and the regulatory framework available in the public domain was considered. After summarizing the information received, an analysis of the available information was carried out, which helped to synthesize proposals aimed at solving the identified problems. Results: a detailed review of the issues raised initially showed the imperfection and complexity of the regulatory framework governing the activities of duty units, as well as insufficient protection from possible threats. The developed proposals are aimed at eliminating the identified problems at a minimum cost. Discussion and Conclusions: the security of duty stations depends significantly on the possibility of visual access of civilians to restricted areas. The procedure for visiting police departments and getting acquainted with the premises of duty units cannot be regulated by internal orders, since they do not directly apply to persons who do not serve in department where the regulatory act is issued.
