Organization of the activities of the municipal educational district in terms of the system approach

The article presents the theoretical aspects of organizing the activities of the municipal educational district in terms of the system approach as a method for pedagogical research. System approach is an integral development of educational systems, which takes into account their diversity and functional features. We have analyzed scientific educational approaches to the definition of "educational system". Attention is drawn on the peculiarities of regional educational systems of the federal subjects of Russia. These features are most clearly manifested in municipal educational systems and actualize the need for structural changes in educational organizations. Based on this we have made an attempt to interpret the concept "municipal educational district", which refers to institutions that implement educational programs of different levels (preschool educational organizations, schools, institutions for supplementary education of various forms of ownership and departmental affiliation), to set aims of its establishment, to define the work area, and to reveal the typical problems of organizing the activity of municipal educational districts.
