Organization of Cadets’ Professional Pedagogical Training in Higher Educational Institutions of the Ministry of Emergency Situations

Introduction. The cadets’ training at educational organizations of the Russian Ministry of Emergency Situations is aimed at the formation of knowledge, practical skills and abilities in the field of fire extinguishing and rescue service. The institute graduate appointed the chief of the fire watch guard solves a wide range of professional service tasks; one of them is to organize and conduct theoretical and practical lessons for subordinate personnel concerning the professional activity related to fire extinguishing and rescue works. The level of training of the staff engaged in the fire watch guard immediately influences the effectiveness of fire extinguishing and rescuing people. The study of the educational process implemented in the universities of the security, defence and law enforcement ministries, including institutions of the Ministry of Emergency Situations, revealed insufficient attention paid to the professional and pedagogical training of cadets, including future fire watch guard officers. The research is relevant due to the development of the model of pedagogical training of cadets of the Ministry of Emergency Situations implemented through dispersed professional pedagogical practice. Materials and Methods. To form the conception and model of organization and implementation of professional and pedagogical training the author reviewed the literature, studied the experience of organization of professional service training in the fire rescue units as well as the issues of training cadets of universities of security, defence and law enforcement ministries and the Ministry of Emergency Situations in the sphere of pedagogical activity. Results and Discussion. The author identifies and suggests the stages of practice and pedagogical tasks aimed at formation of theoretical knowledge with regard to the themes of the disciplines under study, constituting the main educational programme of the specialty “Fire Security”, and exploring pedagogical issues, and practical skills and abilities of organization and conducting the learning process in fire rescue units. The paper comprises the routine organization of pedagogical practice, its continuation from the third to the fifth year of studies and control of the results. Conclusions. The introduction of the proposed model of professional and pedagogical training into the educational process of the universities of the Ministry of Emergency Situations will not only increase the level of pedagogical competencies of graduates, but will also contribute to the higher quality of the educational process both directly at the university and in the practical fire and rescue units of the State Fire Service of the Russian Ministry of Emergency Situations.
