The organizational, pedagogical and dedicational foundation to create bringing up area in the universities

The article presents the levels of bringing-up area in the universities, gives organizational, pedagogical and didacational foundation for its creating with the purpose to bring-up a socially active personality, which is able to master and develop culture and life experience and the system of values that were kept by Russian and International community. All this provide the unity of professional and cultural development.
