The organization of public spaces near the water has a direct relationship with the processes of recreational nature management, the creation of attractive recreation areas and favorable living conditions for the local population. At the same time, for certain territories, such activities are of particular importance from the point of view of regional tourism and the creation of an effective economic system. In the context of the priority development of domestic tourism, outstripping the growth rate of tourist arrivals in coastal areas, the topic of scientific research seems relevant. The aim of the work is to develop a system for assessing the state of beach areas and propose a conceptual approach to designing a place of mass recreation by the water in Primorsky Krai on Russian Island based on the analysis of the regulatory framework and practice of organizing public recreational spaces near the water. The subject of the study is the organizational and regulatory justification for the formation of open public recreational spaces near the water. The scientific novelty of the work lies in the development of a methodological approach to assessing the condition of beach areas and open public recreational spaces near the water. The practical significance of the study consists in analyzing the compliance of the state of beach areas with regulatory requirements and developing the concept of creating a water cluster.
