In conditions when the oil seed market is depending on foreign products, it is very important to orient the agricultural producers on the local varieties and hybrids not inferior to the foreign ones by a general trait - yield and being a key innovative component in development of oil seeds production. Accounting indexes of yield correction, the parameters of a model optimizing the varietal structure of sunflower and soybean sowings of the different maturity groups were obtained for the natural and climatic zones in the Krasnodar region. Realization of a sunflower biological potential, including structural changes in varieties due to vegetative dates, is appeared to be the key element in a strategy of this crop production increase. As a result of the structural changes the programmable by a model indicator of gross sunflower yields in the Krasnodar region is 1,459,000 tons vs. 1,089,600 tons, which were received on average in 2012-2016. More towards target indicators of the model exceed a real level of soybean production. Thus, as a result of project changes its gross production can reach up to 911,400 tons. Such increase is determined by influence both an intensive component and possibilities to expend sowing areas under soybean inside of the scientifically stated locations. The project changes in the varietal structure are characterized by high economic efficiency. The gross net profit for the total project area is estimated in 24.5 billion RUR for sunflower and 15.6 billion RUR for soybean. The project measures are very actual under the total realization of the state strategy on import substitution, as the key parameter of the model is usage of varieties and hybrids of the Russian producers.
